Restaurants providing takeaway services only can remain open under Level 5 restrictions.

A return to Level 3 after the current lockdown would enable restaurants to welcome guests again, but only if they can cater for them in outdoor areas.

But should restaurants be allowed to open for indoor dining at Level 3?
