Health Minister Stephen Donnelly says over-70s will not be fully vaccinated until the middle of May.
The initial target was for this group to be vaccinated by the end of March, but supply issues and the challenges of storing mRNA vaccines have contributed to the delay.
Taoiseach Micheál Martin has also hinted at a continuation of Level 5 restrictions until Easter, with non-essential retail and hospitality expected to remain closed for longer than that.
