The Electoral College has certified Joe Biden as the next President of the United States, with 306 votes to Donald Trump's 232.
After weeks of declining to recognise Biden's victory, Senate majority leader Mitch McConnell congratulated him and vice president-elect Kamala Harris, while Russian leader Vladimir Putin also offered his congratulations.
Donald Trump, meanwhile, is still refusing to concede, something Joe Biden has described as "simply unconscionable".
