The Government is expected to announce the opening of "air bridges" between Ireland and other countries which have succeeded in bringing COVID-19 under control.
This would allow the two-week quarantine period for incoming travellers from such areas to be lifted, and would allow Irish tourists to travel to certain destinations.
Face masks are also set to become mandatory on public transport, with the Government moving to increase capacity on bus, train and Luas services.
