The European Medicines Agency has recommended the approval of the AstraZeneca vaccine for everyone over the age of 18.
It comes after Germany's vaccine committee found there was not enough data to determine the vaccine's effectiveness in people over 65.
The EU has also confirmed that it is introducing export controls on COVID-19 vaccines made in the bloc.
