While emissions are falling fast in many countries including the US and Europe, they aren't falling quickly enough in places like China, India, Saudi Arabia and Indonesia.
The 2015 Paris Accord, signed by countries committed to limiting global warming to 1.5 degrees, however, this report says the chance of that is 'virtually zero'.
Next month the annual COP climate summit takes place in Azerbaijan with nations urged to cut emissions urgently.
