The Tanaiste says the daily Covid case numbers are expected to surpass 4,000 in the coming days.
They have been above 3,000 for the past three days.
The five day moving average of Covid-19 cases has increased by 47 percent in the space of a week.
While Leo Varadkar isn't ruling out the possibility of further restrictions he believes "we can get through the winter [without them]".
The Tansaite's described the situation in Ireland as "fragile but stable".
