Ruth Morrissey says the Taoiseach promised her and other women with cervical cancer they wouldn't have to fight their cases in the courts.
The terminally-ill 37 year old Limerick woman has won her High Court action over the misreading of smear tests and the failure to tell her about them.
Ms. Morrissey and her husband, Paul, have been awarded 2.1 million euro in damages after suing the HSE and two labs - Quest Diagnostics and MedLab Pathology Limited.
Mr. Justice Kevin Cross said if her case had been dealt with properly she would never have contracted terminal cancer and be left with less than 2 years to live.
He said her husband and young daughter would have been spared of the knowledge that they will have to live without her.
