A full public tribunal of inquiry is likely to be set up into allegations of abuse and sexual misconduct within the Defence Forces.
Tánaiste Micheál Martin is due to meet the Women of Honour group to discuss terms of reference later.
They've been calling for wider terms to capture the full range of allegations made in a damning report into the issue.
Tánaiste Micheál Martin says he's mindful to recommend a full public tribunal of inquiry into the issue:
"The only genuine motivation here is how these things having been involved in various inquiries in the past, I know how time slips and if we lose two or three more months after the summer recess.
We're then going forward, you know, between preparation discoveries a lot in this, and we're looking at a number of years here before this work concludes."
