The Housing Minister says the country's border will not be closed to those fleeing war or looking for international protection.
The State can't guarantee it will be able to provide accommodation for asylum seekers and Ukrainian refugees, according to the Minister for Integration Roderic O' Gorman.
The Citywest transit hub reached capacity and won't accept new arrivals.
Officials from the Department met with the Ukrainian embassy to discuss the issue.
More than 55,000 Ukrainian refugees have arrived in Ireland since February fleeing Putin's war in their home country.
Housing Minister Darragh O'Brien said, "we have international obligations to provide safe shelter and harbour to people fleeing persecution.
I do not envisage a situation where Ireland's borders will be closed to persecuted people."
