The Taoiseach says there will be consequences to the decision to remove two children from separate Roma families.
Gardaí and the HSE have been asked to report to the Minister for Justice and the Minister for Children within the next two weeks, after a 7 year old girl and a 2 year old boy were removed from their families in Dublin and Athlone.
Both children underwent DNA tests to determine their identities and were reunited with their Roma families.
The reports will be passed on to the Children's Ombudsman for an independent review.
