Sexual exploitation of women is the main cause of human trafficking in Ireland.
New figures show Gardaí found 356 suspected victims here between 2015 and 2020.
Research by the ESRI and the European Migration Network says further work is needed to identify potential trafficking victims, and secure suitable accommodation for them.
There are concerns about increased human trafficking following Russia's invasion of Ukraine.
Co-author of the study, Emily Cunniffe, from the European Migration Network, says reforms here will help:
"If a Ukrainian person came into contact with Tusla or social welfare offices, they may also be competent to identify a victim of human trafficking.
"There are also proposals to reform the accommodation provided to victims of human trafficking.
"So this is all very timely indeed with people who are arriving to Ireland from Ukraine."
