Russia's blamed its soldiers' unauthorised use of mobile phones for a Ukrainian missile strike which killed 89 personnel.
The country's defence ministry says it gave away their location.
Moscow's previously claimed only 63 died in Makiivka.
Other unconfirmed reports put the total much higher.
