RTÉ has introduced an immediate recruitment freeze and paused all discretionary expenditure while it deals with its financial position.
Director General Kevin Bakhurst informed staff of the move in an email and will update the Oireachtas Media Committee later.
Kevin Bakhurst told staff he regrets the decision to pause recruitment and that it will impact on RTÉ's coverage and digital plans.
But he added it was the only responsible thing to do given falling TV licence revenue - which could run to a €21 million hole in the budget this year.
In his statement to the Oireachtas Media Committee, Kevin Bakhurst outlines various governance reforms which are underway at RTÉ.
But he adds the reforms will be undermined if the long term funding model for the broadcaster isn't properly resolved.
He'll tell the Committee the TV licence system isn't fit for purpose and the current crisis jeopardizes the future of RTÉ.
The committee hearing starts at 1.30pm.
