The review of the rising costs of the National Children's Hospital has been told not to find any individuals to blame.
The terms of reference for the investigation were told to find accountability without blaming any individuals.
Chairman of the Oireachtas Public Accounts Committee says that's not good enough:

That's not acceptable to the tax payers of Ireland so the governemnt are not going to pullthe wool over their eyes. These terms of reference are not what's expected.
Health Minister Simon Harris has signed off on the terms of reference.
He's responded to the latest developments:
The purpose of the PWC review is not to assign individual liability, but let me be very clear - there will be accountability in relation this this.
Let me even go further - there will be personnel changes in relation to some people involved in the governance structure in relation to this.
The review will seek to find out the sequence of events that's led to the overspend.
The hospital was meant to cost €650 million - with €1.7 billion the current price tag.
It also aims to establish who knew what and when about the rising costs.
The report is due on March 22nd
