An overhaul of the Dáil's voting rules has been recommended in a report examining the Votegate incident.
But it's made no findings against the Fianna Fáil TDs involved as another Oireachtas committee is examining the issue.
The Dáil clerk's report says that Fianna Fáil's Niall Collins was of the belief that his colleague Timmy Dooley would return to the chamber when he voted on his behalf last week.
No disciplinary action has been recommended.
But the report says the Dáil's Committee on Procedure should have powers to sanction TDs, including suspension, when an irregularity arises.
It's also recommended changing to the voting rules.
Voting won't be able to start until TDs are all sat in their seats, and the practice of asking someone else to press the button for them will end.
The report also calls for a review of international best practice when it comes to parliamentary voting, which will report next March.
