The Gulf state has strict rules around alcohol consumption - but exceptions were going to be made.
Tournament sponsors Budweiser had been told to make stands inside the venue perimeter less prominent, but now beer won't be sold at all.
It could cause contractual issues between FIFA and the brewer.
Budweiser has responded to the announcement by tweeting "Well, this is awkward...".
The tweet has since been deleted.
The beer brand has a multi-million euro sponsorship deal with tournament organisers Fifa.
Football's governing body says the U-turn has been made to 'focus the sale' of alcohol on fan parks and other licenced venues.
