Formal negotiations on a programme for government will begin on Thursday.
It follows a meeting between the leaders of Fine Gael, Fianna Fáil and the Green Party.
Leo Varadkar, Micheál Martin and Eamon Ryan met this morning to discuss entering formal negotiations and will do so on Thursday.
It's understood the Greens have received significant assurances about the 7% annual reduction in carbon emissions they were looking for.
The Greens will now appoint a formal negotiating team to enter those talks.
However, there is still a significant difference of opinion in the party about doing business with Fine Gael and Fianna Fail.
Any agreement they do reach will have to be passed by two-thirds of members.
