The average award for personal injury claims has decreased by 50 percent since new guidelines came into effect.
Cabinet will receive an update on the Action Plan for Insurance Reform when it meets this morning.
Changes to personal injuries guidelines, which reduced the amount awarded for some injuries, came into effect at the end of April.
Initial data appears to show the average award has fallen by half, with 78 percent 15,000 euro or lower, compared to 30 percent last year.
Peter Boland from the Alliance for Insurance Reform says the real test will be if insurance premiums come down:
"All this is is a change in the amounts being handed out for personal injuries. It does not in itself bring down the cost of insurance and that's at the heart of this. We have so many sectors at the moment that are existentially threatened by the cost of insurance in this country, and we are utterly an outlier in Europe in that respect."
