People are storing the ashes of their loved ones in cupboards and on shelves because cemeteries don't have the facilities to store them.
A meeting of Kerry County Council heard that undertakers are keeping ashes in urns on their premises because there is nowhere else for them.
The meeting heard that none of the county's 154 public cemeteries has columbarium walls which are used to store urns - including the newest cemetery in Killarney which opened in 2018.
In 2016 Pope Francis said that ashes of Catholic people should be placed on consecrated cemeteries rather than scattered or kept at home.
