Penneys is promising to make more durable clothes, in an effort to boost its sustainability efforts.
The clothing giant has also committed to using recycled or more sustainably-sourced material by 2030.
As it stands, that applies to around a quarter of its garments.
The fashion giant insists the change won't lead to higher prices.
Recycling bins will be installed to stores for customers hoping to get ride of garments while sewing skills and better guidance on washing will also be printed on labels.
Penneys says it's "pursuing" a living wage for its chain supply workers and investing in programmes that will provide greater opportunities for women.
