The average personal injuries award has decreased by 40 per cent since new guidelines took effect in April.
The new rules were introduced to tackle to the rising cost of claims and insurance.
In the 5 months since their introduction, awards by the Personal Injuries Assessment Board has dropped by nearly €10,000- to just over €14,000.
The board's chief executive, Rosalind Carroll, says the change has had an immediate and considerate effect on claims.
She said the old system which was widely criticised was "leading to high cost of claims and high insurance premiums".
