The OECD has given its blessing to government plans to add terms and conditions to social welfare payments.
It says it wouldn't recommend cutting welfare rates - but that long-term unemployed people should not expect to be given welfare payments for nothing.
The group says the government's set to beat its target of creating 100,000 new jobs by the year 2016.
