Michael Noonan says it's 'unrealistic' to suggest that the budget could impose NO public spending cuts whatever.
His comments come after an economic think tank said the budget could meet the Troika's targets with only 2 billion euro of adjustments, mostly built from tax increases.
The Nevin Economic Research Institute says cutting government spending has a worse effect on the economy than taxing people who have money to spare.
