The Taoiseach has failed to say if he would implement all of the recommendations of the Banking Inquiry report.
Enda Kenny says he would have to see the report's findings and recommendations before he could assess whether they could be implemented.
The inquiry now hopes to issue its final report in the days before the Taoiseach is expected to call a general election.
The report - agreed after three days weekend meetings - includes a call for Ireland to sue the ECB over its stance on burning bondholders.
This afternoon the Taoiseach said he hopes the report will be issued in time - but won't agree in advance to follow its recommendations:
Earlier one of the two TDs who's refusing to sign the Banking Inquiry report said there never should be another inquiry held under the current laws.
However the inquiry's chairman says the refusal of Joe Higgins to sign the report is not a fatal blow.
