The Justice Minister says a new Garda roster needs to be found.
It's as the GRA is threatening effective strikes next month - if there's no end to a dispute about rosters.
Rank and file Gardaí voted not to work voluntary overtime on Tuesdays throughout October.
That includes Budget Day and Halloween night.
The decision was taken at a special delegate conference in Kilkenny yesterday and comes two weeks after 99% of GRA members voted no confidence in Garda Commissioner Drew Harris.
The Garda Representative Association will also effectively strike on the 10th of November if there's no resolution to a dispute over rosters.
Gardaí plan to withdraw labour on that date in what's being called the 'Drew Flu'.
Speaking today, Justice Minister Helen McEntee said, "yesterday's decision is regrettable.
"I think the facts are very clear here that there's nobody, and that means the Garda Commissioner nor the Garda Associations who believe either the current roster or the previous and incumbent roster is the right roster moving forward.
"We all want to negotiate a new roster that is suitable for the needs of the public today, and that of course works for members of An Garda Síochána.
The only way that that can be found is through negotiation."
