The Minister for Social Protection says hospitals and health agencies have to step in line with the sacrifices made by other people in the public sector.
Joan Burton was responding to questions about the top-up payments made to a number of senior executives in hospitals - in breach of public sector guidelines.
Some staff were getting top-ups of around €40,000 - as well as a salary in excess of €200 thousand.
