The Media Minister, claims the former chair of the RTÉ board indicated she would resign last week, before she had failed to express confidence in her during a live TV appearance.
Minister Catherine Martin, told the Oireachtas Media Committee last night that Siún Ní Raghallaigh suggested she would walk away if she received a letter seeking a meeting to clarify her role in approving the exit package for former RTÉ Chief Financial Officer, Richard Collins.
Ms Ní Raghallaigh, resigned last Thursday night shortly after Minister Martin failed to express confidence in her during an interview on Prime Time.
Minister Martin told the Media Committee what happened.
"It was never my intention for this to emerge on-air. I was always hoping that, and as I said many times, I was trying to afford her the opportunity to come in and meet me face-to-face.
"To be indicating you wouldn't meet, the Minister as a Chair of a State body, I just couldn't believe that that would happen.
"So that's why I was trying to afford the opportunity for Friday and hoping that that meeting, would happen".
During her appearance on RTÉ's Prime Time last Thursday, Minister Martin said Ms Ní Raghallaigh had 'misinformed' her twice week in relation to RTÉ exit packages.
In a statement on Thursday night, announcing her resignation, former Chair Siún Ní Raghallaigh, said she had not made an 'intentional misrepresentation', but it was clear the Minister no longer had confidence in her.
