Laois County Council insists it can not overturn its decision to refuse this years Electric Picnic a licence.
It comes after the Chief Medical Officer said they would have no public concerns about the event being held for vaccinated people only.
Organisers had been planning to hold the festival in Stradbally towards the end of September.
They had also committed to only allowing fully vaccinated people on site.
Despite this, Laois County Council refused EP a licence on public health grounds.
Today MCD Productions called for that decision to be reversed.
But in a statement, Laois County Council says it can't reverse its decision.
It says even if a new application is made, it wouldn't be possible to make a decision in time for September's event.
