Laois County council has refused to grant a licence for the 2021 Electric Picnic.
It is citing public health guidance as the reason for is decision.
Fesitval organisers had hoped that EP could go ahead towards the end of September, with up to 70,000 people in attendance.
They had committed to not allowing unvaccinated people on site.
Laois County Council says it has received up to date public health advice from the HSE.
On those grounds, they have made a decision to refuse a license to hold the Electric Picnic in Stradbally.
