The Irish Medical Organisation says the HSE should begin making arrangements for a possible strike by junior doctors.
The union says the HSE isn't doing enough to try and end the lengthy working hours of non-consultant hospital doctors.
Doctors are currently voting on whether to pursue industrial action which could lead to the withdrawal of services.
The IMO's Eric Young says the hours could be avoided without the need for the HSE to spend more money on staff.
