The new body responsible for water charges says it hasn't yet decided whether it will cover the cost of repairing leaky water pipes.
Irish Water says it hasn't been confirmed that it will pay for repairing leaky pipes on private properties in the first year of water charges.
Irish Water spokeswoman Elizabeth Arnett says water charges will kick in from October of this year, with the first bills arriving in January 2015.
