The Immigrant Council of Ireland says people are being trapped in violent relationships because of a failure to offer protection to domestic abuse victims.
The Council is warning that victims aren't coming forward because of fears it could impact their ability to remain in the country.
It says there's also a lack of emergency accommodation and welfare for victims.
