The HSE has admitted it knew four years ago that the Central Remedial Clinic was using private funds to pay some senior managers.
It's admitted that it was told about the arrangement in 2009 - and never replied to the CRC's letter outlining its plans.
Meanwhile the CRC itself admitted it delibeately breached the HSE's rules on salary top-ups when it hired Brian Conlan as CEO earlier this year.
