The Society of Chartered Surveyors Ireland is forecasting house prices will rise by 2% this year.
An annual property review from the SCSI is predicting a significant slowdown in price inflation.
Its Annual Residential Property Review & Outlook 2023, also found that only homes in counties Meath, Galway and Cork are within the reach of those on average incomes.
The society also says 40% of houses sold last year were owned by small landlords getting out of the rental market.
Meanwhile, 8 out of 10 estate agents believe buy-to-let second-hand rental units being sold now will not be replaced in the rental market in the next two years.
