Health insurers have warned of a crisis in the health industry as a result of changes announced in Tuesday's Budget.
The official health insurance regulator estimates that 1.4 million customers will see their prices go up as a result.
Announcing the change on Tuesday, Michael Noonan had claimed the new system would only affect those on "gold-plated policies".
