The Government has been given a C-plus grade for progress on climate issues.
Independent experts say 'moderate progress' has been made on the Government's promises around climate and the environment.
This year's result was a slight improvement on last year's C grade.
Dr Paul Deane from UCC, and one of the report's assessors, says it doesn't look like goals to reduce carbon will be achieved.
"The Government has set a target to reduce the pollution coming from greenhouse gas by about a half over this decade. That's an incredibly ambitious target.
"We're not going to hit that target, but we're actually going to come a lot closer to it than we would have thought maybe a year or two years ago.
What the government has done, I suppose, is that they've recognised what our core problems are, and the two things I suppose that stand out over our review this year is the amount of financial resources being put into this."
