Dublin's Dun Laoghaire-Rathdown County Council is set to become the first local authority to ban certain single-use plastics.
Retailers and organisations that ignore the rules could face fines of up to €500 under the proposals.
Under draft bye-laws, supermarkets and other food businesses who use the likes of plastic containers or utensils could be hit with the fine.
The proposal, which'll be open to public consultation shortly, has come from Fine Gael Councillor Barry Ward.
He says the proposal is "the first step towards addressing single-use plastics."
"Looking forward to the feedback from businesses and the public on how we can make this work for everyone."
Cara Augustenborg is environmental and policy developer at UCD.
She says additional compost facilities would have to be provided.
"You can appreciate that - particularly a seaside town or county - at the end of a weekend where people are ordering takeaways on a nice weekend their bins are full of single-use plastics.
"So you can certainly appreciate why a county council would want to take matters into their own hands and address this issue".
