Government sources had denied this morning that a series of graduated penalties could be rolled out for breaching the guidelines.
However, an oversight committee of officials met this morning to discuss the issue and is considering it.
As part of the governments level 3 restrictions, people should remain in their county.
Gardai have been carrying out checkpoints since midnight to encourage people to follow the restrictions.

Speaking in the Dáil, Taoiseach Micheal Martin said: "The oversight committee met this morning, chaired by the Secretary-General of my department, with a view to stronger enforcement around level three restrictions."
