One of the founders of the Reform Alliance has insisted that the group is not trying to become a political party.
TD Denis Naughten says the group's conference later this month will not act as an Ard Fheis for the group of Fine Gael rebels.
However some members of Fine Gael believe the group is inching slowly towards cutting ties with the party entirely.
