An emergency meeting of EU energy ministers takes place in Brussels today.
The European Commission will ask them to consider ways of reducing energy use during peak hours, and to help people struggling with their bills.
They will also discuss electricity providers sharing their windfall revenues with EU member states.
Environment Minister Eamon Ryan, who will represent Ireland at today's meeting, says they don't want to scare people.
"We don't want people to put themselves in a situation where they're not warm through the winter, or they're not safe and secure."
"We need to make sure it's not a finger-pointing, terrifying message. But that it does actually help people reduce their bills, by showing where we can cut out the waste."
