EU authorities have been given an advance copy of the budget for approval before the package of measures is approved by Cabinet.
According to the Irish Times top ranking officials are in Brussels for talks on the fiscal plan.
The plan is believed to set out spending cuts of less than 3 billion - but the government has so far not made the final figure public.
Members of cabinet will be briefed on the proposals at their weekly meeting tomorrow.
