Dublin Airport is to again try to charge for collecting or dropping off passengers.
A new planning application has been lodged to create paid zones outside the terminals, despite the airport being refused permission earlier this year.
In the original proposal, the DAA which operates Dublin Airport, said it was in a bid to reduce car journeys to and from the facility and stop private drivers picking up passengers outside the terminals.
Ryanair had objected saying it would have a negative impact on customer experience and create an extra cost for passengers.
Fingal County Council said the original proposal would pose a risk to human safety.
