Around 1.8 million fully vaccinated people are set to start receiving their vaccine passports in the coming days.
The certs can be used for international travel and will either be emailed or posted out to people.
Those who registered on the online portal for a vaccine will be emailed their cert, while people who were vaccinated in pharmacies and GPs will get it through the post.
People who have had Covid, and wish to travel, will have to apply to the HSE.
Work is ongoing to see if the certs can be used to give access to indoor dining.
Minister for Arts and Culture, Catherine Martin, says they may also be used to ensure the return of live events including gigs.
