A landlord in Clare had offered his property to Ukrainian women with the expectation, according to the Irish Examiner.
The Department has asked members of the public to report any abusive soliciting of its kind to An Garda Síochána.
There is currently no legislation in place to deal with sex-for-rent arrangements.
About 3 million people have fled the country, nearly half of them children, according to the UN refugee agency.
Latest figures from Ireland show that more than 6,000 have arrived here in recent weeks.
Work is ongoing within Government to make sure those fleeing the war have access to safe accommodation and the children who come here have access to education.
