Ministers believe the country is "on track" to ease further covid-19 restrictions from next month.
It comes despite concerns about the vaccine roll-out which has suffered a number of setbacks this week.
However, as case numbers continue to fall hairdressers and other personal services are set to return next month.
There's now growing confidence among Ministers about the country's next stage of reopening.
Click and collect services could resume as early as May 4th - with the full return of non-essential retail later in the month.
However, retailers say they should be allowed to open fully from the start of May.
Deputy Chair of Retail Excellence Jean McCabe says stores have proven all the way along that they are safe places for customers to navigate and browse.
A roadmap for what can be eased through June and July will also be put together towards the end of this month.
