COP28 Gets Underway In Dubai
The first focus at COP28 is on thrashing out an agreement which was made last year.
The Loss and Damage Fund idea was agreed last year - but what wasn't agreed was how it would work.
The idea of the scheme is richer countries help pay for the effects of climate change in less developed countries.
A recent report suggested Ireland could have to pay €1.5 billion a year by 2030.
It took until the final day of COP27 for agreement on a blueprint for the fund - but little has moved on since.
While, in the past year there's been multiple temperature records globally.
Irish political leaders are in Dubai for discussions and negotiations.
Minister for the Environment, Eamon Ryan, says there are a number of areas where agreement will be reached:
" I think we'll get an agreement.
"I think we're confident we got agreement is that we will aim to triple renewable power across the world in the next seven years, that we will double energy efficiency.
"They're key kind of elements, but on their own, they won't be enough.
