It could soon be the law that all dogs in public places have to be on a lead.
Many local authorities have introduced by-laws that require dogs to be on a lead but only in certain parts of the country.
In addition, more dogs could be added to the list of breeds that require additional rules including a muzzle and a short lead.
No breed of dog is banned in Ireland but there are stricter regulations on breeds such as Pit Bulls and Dobermanns.
The government has launched a public consultation to review the current dog control measures.
It's asking people to give their opinions on a number of issues including breed specific rules, dog fouling and the sale of dogs online.
Minister of State at the Department of Rural and Community Development Seán Canney says 'Part of this process is to inform us and inform the public of what we will be doing. I think it's important to make it clear (to dog owners and dog wardens) what can and cannot be done'.
People can take part in the consultation by emailing their suggestions by Friday the 6th of September to dogsconsultation@drcd.gov.ie
