Proposed new laws around penalty points have got the approval of cabinet ministers.
Transport Minister Shane Ross presented them with plans for graduated penalties, which get more severe the further over the limit you go.
There were some concerns raised by rural Ministers but not the massive row that had been expected.
However, Fianna Fáil's transport spokesman Marc MacSharry says his party won't support the idea in the Dáil.
"Somebody going 10km an hour over the limit in a housing estate or highly developed area is absolutely fatal," he said.
"Somebody going 10 km an hour over the limit on a motorway, certainly we don't want to see it, but is it as fatal? No.
"So I think we need to take a more focused approach, a more focused look, be advised by the Road Safety Authority, but also international best practice."
