The Health Minister says if a patient is left on a trolley for more than 24 hours, it will be a reportable event.
The measure is one of a series of measures in his Department's 74 million euro plan to tackle overcrowding.
44 million euro is going towards 16-hundred nursing home beds.
30 million will be used on new transitional beds in communities.
Leo Varadkar says cutting extended trolley stays will be a focus of the scheme.
